there aren't good replacements.  it's better to just build the deck differently, and not try to be a cheap UW flash knock off.

that being said, you can most definitely build a fine UW control deck that doesn't need those cards listed.

azorius charm, draw spells like think twice and sphinx's revelation.  you can also run things like amass the components if you aren't running jaces.  i'd get terminus and supreme verdicts, they're pretty important for what you're going for.  get as many sphinx's revelations as you can.  detention spheres are great, but oblivion ring can stand in for some numbers you might not have.  enteat is ok, but i'm not a fan of it.  you can always diversify your threats, maybe running a drogskol reaver and something else.  you could also go with some number of azorius keyrunes for getting the mana needed to survive in the late game plus giving you another alternate win con.  throw in some counterspells and as many dual lands as you have i guess.

if you don't have a lot of PWs, you can always just settle for augur of bolas for early defense and CA and can be blinked with your angel, but this depends a lot on how many angels you actually have.

either way, you need to many a good many cards to actually put it together.  halfassing it will only get you so far.

instead of delve maybe u should run restoration angel . i din't see that u seaid u have. the skyknightmight be good inclusions too

but now you guys are advocating decks that he doesn't have the cards to properly build.  i would just go with a traditional UW control deck, assuming you have the cards to build it, of course.
