So if you cast tolarian wind or similar and discard a dredge  creature can you then fresher instead of drawing for tolarian wind? Why or why not?

you can use one of your discarded Dredge cards to replace any of the draws
furthermore you can use dredged cards from previous "draws" to replace further draws

let's say you discarded Golgari Grave-Troll and 1 other card
you can then Dredge 6 instead of the first draw. you put 6 cards into your graveyard, including another Golgari Grave-Troll . you can Dredge this troll now as well for your second draw.

Yes.  You discard first, so your discarded cards are in the graveyard when you are instructed to draw.  You can then replace any one of those draws (or more than one) with dredge.  Each card draw is considered a seperate thing you are doing.

120.2. Cards may only be drawn one at a time. If a player is instructed to draw multiple cards, that player performs that many individual card draws.

Please use card tags, it helps us answer faster and better. [c]Tolarian Winds[/c]--> Tolarian Winds
For example :  Stinkweed Imp

Yes. You follow the instructions of Tolarian Winds in the order written, and the dredge card is in your graveyard by the time the draw part happens, so you can replace a draw by dredging. The game treats drawing multiple cards as multiple events of drawing a card, so you can even, say, replace the first draw by dredging, and if that dredge puts another dredge card in your  graveyard, you can dredge that card for a subsequent draw, all of that during the resolution of Tolarian Winds. Replacement effects such as the one Dredge creates modify events as they happen, even in the middle of a spell or ability resolving.
