Drop of Honey triggers at the beginning of your upkeep, but does not target. Can I put the trigger from Drop of Honey on the stack, and then tap my Vhati il-Dal to make a creature have a power of 1 and kill it with the Drop of Honey, assuming no creatures on the board have power less than 1?

Also, it is because it does not target, correct? Otherwise I would have to pick the target when it triggered, right?

Yes, that's right. For example, when Crumbling Ashes triggers you must choose a creature that already have a -1/-1 counter, you can't use something to give it a -1/-1 in response to the trigger.
