I think this would be better worded as:

"At the beginning of your draw step, you may put a card from your hand on top of your library. If you do, shuffle your library, then draw a card."

The target change ability also needs reworking, but I'm not sure how to do it without having a bunch of "target"s in the ability, which could cause some serious confusion. Case in point:

": Change the target of target instant or sorcery spell with a single target to a random target."
