Can you regenerate a creature directly after it has entered the graveyard or only before? After a creature is regenerated, does it still have enchant creature cards and equipment attached to it?

Regeneration is a replacement effect. In order to have any effect, you have to use it before the creature is destroyed. You cannot use it after the creature is destroyed. A permanent that regenerates never leaves the battlefield, so any auras or equipment will remain attached and any counters on it will remain on it.
