Not sure if this would fit Dimir or Simic colors/flavor (or you know, the rules of how the game works) but something like this:
Sinkhole 1(G)(U)/1(B)(U)
Put target creature on the bottom of its owner's library.
Fancy Named Extra Cost: 2GU/2(B)(U): Until end of turn, whenever a creature enters the battlefield under an opponents control, copy this spell with the new creature as the target.

Thragtusk was a big mistake.
Fortunately we only have to suffer for a year instead of two. I'm not sure what they could do to really counteract the thing by making another card to hose it

It was revealed to me in a dream. All the cards were in my dream except for three slots which I plugged in as Vault Skirge.
FULL DISCLOSURE: The dream was post AVR so there was a copy of Slayer's Stronghold. I decided to keep it pre AVR in my post here.
EDIT: I just remembered. The Skirges might have been 2x Whipflare and 1x something else, probably War and Peace.
EDIT2: Currently 4-0 in my first four games with this. My opponents have been very angry. I fought off a Wurmcoil from Grixis for six turns before I found my second Dispatch. Jeez, I can do a lot of damage.
EDIT3: Streak broken. Lost to an unexpected Overrun. Cracking a Shrine for 10 wasn't enough.

What you're suggesting is poor design, in a space already filled with poor design.
They made a problem, then they will make a card that solves the problem, becoming the problem itself...
Its a destructive and vicious cycle.
My thoughts exactly. If there's a "solution to Thragtusk"-style card in GTC, it will either be too weak/narrow to see play or it will be the next problem. I'm hoping that there isn't. Thragtusk is bonkers but comes from a Core set, so it will be gone next fall.

Also, I agree with Islands. Pretty sure Zombies would be EVERYWHERE stomping EVERYTHING if not for Thragtusk.

Agreeing with Jman agreeing with Islands, though I would say Centaur Healer is better in the zombie matchup, since they can often just kill you before Thragtusk even comes online.
Yes, Thragtusk is insane and should have at least been costed at  for less splashability, but the only deck I've faced where it really just feels unfair is in the reanimator shell. I did manage to kill effectively 7 thragtusks that game and win, but dear god it made me crap unhappiness.

I think I like suggestions that turn the lifegain into life loss. I'm unsure what form this answer should come in. I don't think I like the enchantment option. I'm thinking creature, spell, maybe even a walker with a "until your next turn if you would lose life you gain that much life instead, if an opponent would gain life they lose that much life instead."
