Precise Plans  EnchantmentWhen ~ enters the battlefield, exile the top 4 cards of your library face down. You may look at these cards. Whenever you would draw a card, you may put a card exiled by ~ into your hand instead. I feel like this card exists in some form... No?

It's alright, your version can also remove cards that you would have drawn but didn't want to draw..

True. I see that as a minor advantage. Most blue draw 1 spells sift a bit, too. (And this doesnt even cantrip)

Parallel Thoughts can also be OK for thinning your deck, seven cards removed that you won't want to see can be handy in certain blue control decks. Balance-wise, this seems ok. Some playtesting and trying to break the card may indicate a better price at  in some  decks.

The card would be completely unplayable in regular decks if you increased the mana costs even further..
