What I'm basically asking is this.

Let's say my opponent has no poison counters, so Septic Rats would not get a +1/+1 when it attacks since my opponent is not poisoned.

But what if I have a Septic Rats and a Glistener Elf out.  Can I announce that the glistener elf is attacking first and if the glistener elf gets a poison counter on my opponent, does my septic rats, then on the same turn, then attack after that and get a +1/+1 since my opponent is poisoned?

Or do all my creatures attack at the same time?

Creatures all attack at the same time.
Much later in combat they deal damage at the same time. (assuming no first/double strike)

so if the Glistener Elf had first strike then the Septic Rats could get a counter? Or if the Rat had double strike?

multicolored is boring...3 color decks for days

No, because by the time the Elf deals its first strike damage the opportunity has long passed for the Rat's attack trigger to go off.
Also, the Rat isn't getting a counter here.

No. The Rat's ability would trigger when it's declared as an attacker. Even if another creature with infect has first or double strike, at the time attackers are declared, your opponent has 0 poison counters, so the ability will not trigger.

This would work if you could give yourself an extra combat phase (there are some cards that do this). You could attack with the Elf first and give them poison counters, then attack with the Rat in your second combat phase.
