For example can I play Tragic Slip with no creatures out on the battle or what would happened in this scenario;  I was the only one with a creature out, a gravecrawler and he went to play dead weight on it and in response I played alter's reap and he went to in response play tragic slip and I told him there was no valid target out he said he gets the card back in his hand or would it get discarded?

In order to cast a spell with targets, you need to have a legal target for every time the word "target" appears on the card.

So you can't cast Tragic Slip if nothing's on the battlefield.

sure, if the spell doesn't target ( Day of Judgment ) or if it can target, but lets you cast it without targets ( Ghostform ), however, if it requires targets you MUST choose valid targets for it to cast it.
