I'm an older player looking to return back to Standard and my question is with Burn and Goblins taking a hit with this last rotation, can mono-red still make a mark in Standard? And by what turn is most games won by these days?

MonoRed Goblins with Krenko lost pretty much everything with the rotation Goblin Wardriver and Goblin Chieftain . The poor support for Vexing Devil indicates how bad Burn is. There just isn't enough efficient, versatile burn to justify going monored, even if you merge in the goblins.

I've read an article recently that made a mono red deck called "cheap dirty red." It was by Travis Woo, on channelfireball. Basically you try and do as much damage as you can the first four turns or so, using cards like stromkirk noble , rakdos cackler , ash zealot , even mogg flunkies , burning any early blockers out of the way and finishing off with a hellrider for the final points of damage. I'm not sure how well it plays but it's a good start. It costs about fifty dollars max to make too, so there's that.

Take a peek at the Islands Red and Rakdos Aggro threads in Standard Deck Help. Some good lists, mine included, are there. They have played well and are rather affordable for a standard deck that can compete.

It was revealed to me in a dream. All the cards were in my dream except for three slots which I plugged in as Vault Skirge.
FULL DISCLOSURE: The dream was post AVR so there was a copy of Slayer's Stronghold. I decided to keep it pre AVR in my post here.
EDIT: I just remembered. The Skirges might have been 2x Whipflare and 1x something else, probably War and Peace.
EDIT2: Currently 4-0 in my first four games with this. My opponents have been very angry. I fought off a Wurmcoil from Grixis for six turns before I found my second Dispatch. Jeez, I can do a lot of damage.
EDIT3: Streak broken. Lost to an unexpected Overrun. Cracking a Shrine for 10 wasn't enough.

1: Every aggro deck is a worse version of zombies.
I think there's actually a U/R Aggro deck to be built that can tangle with Zombies. I'm trying to figure it out at the moment.
2: Don't listen to CFB writers who are not LSV, PV, or Caleb Durdward.

I'll believe it when I see the list and playtest it myself.
And I'm rethinking Caleb. His last article involves him playing around something in such a way that he still loses to it, then insisting that it was the right play.

There seems to be a lot of the RTR Selesnia guild at the moment and thats Green/White with the populate mechanic and an uncountable creature, so any red could take working against that in mind. There is also at least one guild with red in it with a particularly powerful dragon.
