Sorry if this is the wrong thread but when does SOM block officially rotate and become illegal to use in standard tournaments?

It already happened. It happened on October 5th, when Return to Ravnica became standard legal. Scars of Mirrodin block and M12 rotated out and are no longer standard legal.

If they spelled the ability out on the card in full then it would not be allowed in a mono-black Commander deck, but because they used a keyword to save space it is allowed?

Yup, just like you can have Birds of paradise in a mono green deck but not Noble Hierarch . YAY COLOR IDENTITY

I love this description. Like the cows are sponges filled with milk. I can see it all Nick Parks claymation-style with the cow's eyes bugging out momentarily as a giant farmer squeezes it like a squeaky dog toy, and milk shoots out of it.

You're certainly misremembering, as Scars was the block right after Zendikar. Scars removed Alara block from Standard, while Zendikar block was removed by Innistrad. In both cases, there was no 'delay': the day SOM was released, Alara block rotated out; the day INS was released, Zendikar block rotated out.

Maybe your delay is the week between pre-release and official release. The block is not legal at pre-release, and it's played only as limited (booster draft, etc).

There used to be a bit of delay between a set being released and becoming Standard legal, but that was changed quite a while ago. And even then a new block entering the format kicked one out immediately.

There is a period of time where both Core Sets are legal side by side. For example, when M13 came out, M12 didnt rotate straight away (it rotated out a few months later, when RtR came out).

This doesnt happen with Expansion Blocks however - just Core Sets.
