Reading the remainder text of Scavenge:

I was wondering, Is there some way to modify (increase or decrease) the power on a creature card while it's in the graveyard?

not really, but there are some cards modify their power and toughness even in the graveyard, like

Nope, doesn't exist, and I doubt it'd work anyway...
