Reading the remainder text of Scavenge:

Exile this card from your graveyard: Put a number of +1/+1 counters equal to this card's power on target creature. Scavenge only as a sorcery.

I was wondering, Is there some way to modify (increase or decrease) the power on a creature card while it's in the graveyard?

not really, but there are some cards modify their power and toughness even in the graveyard, like Maro

You might have better luck affecting the number of counters.

Like "Target creature card in a graveyard gets +3/+3 until end of turn"?

Nope, doesn't exist, and I doubt it'd work anyway...

Mmmh, now that I think of it, there is this creature . :P

Anything can happen in mtg I guess. :D

Rules question? Have you read the Basic rulebook already? No? Why not take some time to do that?

I'm Rules Advisor

How to autocard (do this to specify a card in your posts):
Type [c]Black Lotus[/c] to get Black Lotus .
Type [c=Black Lotus]The Overpowered One[/c] to get The Overpowered One .
