Here are some mono black cards that I'm hoping are very powerful but not broken. Please review, offer alternate costs and alternate phrasing because I know some of it sounds awkward. Can't wait to hear your thoughts!

Harsh Edict bbb
Instant [u]
Each player sacrifices 2 creatures.

Deal With The Devil bb
Enchantment- Aura [R]
Enchanted creature deals twice its power when it deals combat damage to a player. Whenever enchanted creature deals combat damage it deals that much damage to its controller. 

Torauch's Dilemma bbbb
Sorcery [R]
Target opponent chooses one: Discard one card, then discard two cards at random or you lose half of your life round down.

Yawgmoth's Pact 1bbb
Enchantment [MR]
Whenever a creature you control goes from the graveyard to the battlefield each opponent loses 2 life.

It's an instant Barter in Blood , with 1 less CMC. I think it's alright. You cant really play it outside mono-black, and Barter in Blood is not exactly a powerhouse with things like Mutilate around.

Deal With The Devil:
This is an interesting wording. The double strike part works only when damaging players, but the reverse lifelink park always works. It is a cheaper Battle Mastery when they have no blockers, and it makes your guys suck when they do. Black is the color of removal, yes, but I feel this is still underpowered. It's only worth using on unblockables, really.

Tourach's Dilemma:
Why would the opponent EVER choose anything but #2? I feel you meant to say "he or she" instead of you. That card would make sense, but still be weak, since it's a punisher.

Yawgmoth's Pact:
This is a bad card. If you are reanimating stuff, it's almost definitely something insane and making them lose 2 life is completely irrelevant.

Yeah, Tourach's Dilemma is (obviously) supposed to be he or she rather than you. Actually, I'm not sure, because the opponent is choosing one, so  they would be "you" wouldn't they?

Yawgmouth's Pact is sort of like Grave Pact, same type of concept. Don't think it's a bad card. Would be used in a sacrafice deck or something.

You are casting the card, so when it says "you", it means you, doesn't matter if they get to choose (or at least that's how I think it works).

Trust me when I say Yawgmoth's Pact is a weak card. It would be unplayable even if it cost . Reanimating completely ignores casting costs, so you are going to reanimate the biggest and most expensive things, like Griselbrand , Elesh Norn and the like. Making them lose 2 life is almost completely irrelevant.

Yawgmoth's Pact isn't a completely irrelevant effect. You can't look at the strength of Reanimation and put this card in that context, you have to look at this card and how other cards work within it. Not every card works in every archetype. This is much better with cards like Bloodghast and such. It's not a good card at the current manacost, but it's not "nothing".

I think a bigger problem is that in a lot of cases you expect it to work, it doesn't. Gravecrawler for example, goes graveyard -> stack -> battlefield, something a lot of players might not think about.

Oh, I missed the Bloodghast interaction. I guess it IS something with things like that and Ichorid , but still not enough and there are likely much better things you can do with those cards.

intention is to be crazy powerful but also leaves you naked if you cant get the kill by eot.
it is one part dream halls, one part yawgmoth's bargin, and one part recycle each with added cost.
Magic the Drinking Game rules Show

here are the rules for MtDG:

1.at the beginning of each players turn that player takes a drink.

2.whenever a permanent you control is placed in a graveyard from play, drink.

3. whenever a spell you play is countered, drink. if the countered spells caster attempts to counter the counter, the loser of the counter battle must drink for a number of seconds for each counterspell that went on the stack.

4. whenever a player "loses life" that player must drink for a number of seconds equal to amount of life lost. (a) if a player would gain life, that player may make another player drink for a number of seconds equal to amount of life gained.

5. if a player puts a card from their library into their graveyard that player drinks for a number of seconds equal to the number of cards placed in graveyard.

6.if a player would discard a card that player drinks for a number of seconds equal to cards discarded.

7. on any coinflip the loser must drink.

8. at the end of each game all players must finish their drink.

9. loser must fetch all drinks/refills for the next game. if playing multiplayer use a**hole heirarchy(president,vp,secretary,treasurer,a**hole)

10. a player who wins 3 consecutive matches may add a "world effect" that affects all players and can not be removed without winning 3 consecutive matches and negating effect. multiple effects stack i.e if person wins 3 games then wins another 3 games both effects that player created stack.

11. ALL cards are legal, including ante cards.

River Kelpie is sad. I know drawing a card is probably much better than losing 2 life. But still, effect like that gives creative room for people to play around. And I'd never call something like that a "bad card". 

As mown pointed out, that's a very narrow view of the card.

Kelpie also works with Flashback though, and Retrace. Plus a variety of other random cards like Haakon and Gravecrawler. Burning Vengeance only works with those.
