It is stated quite clearly that you may play lands only during your turn, as with many spells.
However, Shimmer Myr's ability, in conjunction with the artifact land cycle ( Ancient Den , Tree of Tales , etc.), seems to imply that rather than one land per turn cycle, you'd be able to play one land per turn.
Is this the case, with or without cards that permit additional lands per turn?
I've not found any errata refuting this, and did search the forums; please forgive me if this has been asked.

Shimmer Myr

6/1/2011 Because the artifact lands of the original _Mirrodin_(R) block aren't cast, Shimmer Myr's ability doesn't affect them.

That makes no sense to me.

If they spelled the ability out on the card in full then it would not be allowed in a mono-black Commander deck, but because they used a keyword to save space it is allowed?

Yup, just like you can have Birds of paradise in a mono green deck but not Noble Hierarch . YAY COLOR IDENTITY

I love this description. Like the cows are sponges filled with milk. I can see it all Nick Parks claymation-style with the cow's eyes bugging out momentarily as a giant farmer squeezes it like a squeaky dog toy, and milk shoots out of it.

Shimmer Myr says you can cast artifact cards with flash. Artifacts lands aren't cast because you can only "cast" spells, and lands are never spells. They even say so with the reminder text (Ancient Den is not a spell).

In short, Shimmer Myr doesn't affect artifact lands at all. From its Gatherer page rulings:

6/1/2011    Because the artifact lands of the original _Mirrodin_(R) block aren't cast, Shimmer Myr's ability doesn't affect them.

And even if something did let you play artifact lands as with flash, this wouldn't let you ignore the following rule:

305.3. A player can't play a land, for any reason, if it isn't his or her turn. Ignore any part of an effect that instructs a player to do so. Similarly, a player can't play a land, for any reason, if that player has used all of his or her land plays for that turn. Ignore any part of an effect that instructs a player to do so.

This rule is very restrictive. Giving flash to a land would let you play it at any time of your turn you have priority (like during combat) if you still can play lands that turn. But not during another player's turn at all.
