I actually like Tibalt (the card) because he's weird and janky Whenever I see a deck that makes him work (like a Scrapyard Salvo / Slag Fiend decklist I saw once) it puts a smile on my face.
Yes, Tamiyo is considerably and obviously more powerful but that's boring. This actually plays into a theme of making bad cards that MaRo touched on his article last night: They give something for players to latch onto that is uniquely theirs. It's easy to love a good card, but its hard to love a bad one, but if you do that's a unique connection you've forged.
How is Tamiyo boring? She has a great theme (moon) and her abilities all work on that theme. She is also incredibly balanced as a card.

I don't think he even qualifies for Janky status. He's just nigh unusable. With jank, you can at least find some purpose, but Tibalt is so notoriously unreliable that his presence on the field is essentially only beneficial for a damage sponge. Since you cannot control him, he offers so little advantage.

I tried to run Tibalt in my R/G madness deck. Turned out even Kris Mage of all cards is miles better than that walker.

It's a theory that has already been talked to death. And is largely seen as without merit. Here's the thing, the spark isn't as special as it used to be. Know what Niv Mizzet with a spark would be? Niv Mizzet that could hop around the multiverse.
And he doesn't need a spark for that. Niv is smart enough that he could easily construct a planeshifting engine. Niv is very likely an order of magnitude more intelligent than someone like Urza. If Urza could do it, you can almost be damn certain that Niv could. Niv is so intelligent he understands meta-magic. The actual mathematics of WHY magic works like it does, not just how to perform magic.
But yeah, Niv isn't going to make an artificial spark. It doesn't actually grow the character in any meaningful way.
Bolas, btw, would largely wipe the floor with Niv. Niv is almost without a doubt more intelligent than Bolas, but he doesn't have the same advantages Bolas does in terms of raw power and ruthless cunning.
I somewhat agree with RxPhantom. My deviations are 1) I do not think Niv Mizzet knows about Bolas; 2) I do not think he is going to get away with it; 30) instead of making one character a planeswalker, I that they will make an artificial spark card

What would that even do? We've already filled the niche of "cards that are like plansewalkers, but not" with stuff like Deathrite Shaman and Jaya Ballard .
You fell victim to one of the classic blunders - The most famous of which is "never get involved in an thread with GM_Champion" - but only slightly less well-known is this: "Never go in against AzureShade when card design is on the line!
