When dealing poison counters with a creature with Infect, are poison counters dealt 1 per amount of power (a 2/3 would deal 2 poison counters) or 1 per attack?

1 per damage.
119.3a Damage dealt to a player by a source without infect causes that player to lose that much life.

They get poison counters equal to the damage dealt. If a 2/3 hits them, they will get 2 counters.

when a creature with infect deals damage to a player that player gets that many poison counters instead of lifeloss

The player gets one poison counter for each 1 damage dealt. A 2/3 creature deals 2 damage, so the player gets two poison counters.

It really is the same as "regular" non infect creatures: when THOSE deal damage to a player, the player lose that many life.
