its states that it destroys a non land permanent with the same name. 
So if i have one raging goblin on the battlefield.
and my opponent targets it with maelstrom pulse.
do i have destroy  all my raging goblins? Including the ones in my library and hand?

Raging Goblin  

No, only permanents can be destroyed.  A permanent is a permanent card or token that is on the battlefield.  So if there is only one raging goblin on the battlefield, that is the only permanent that maelstrom pulse would destroy.

Compare the wording on Maelstrom Pulse to the wording of Eradicate . Eradicate will exile every card with the same name in your graveyard, hand, and library.

Also show them the «by defaut» scope of most cards:

609.2. Effects apply only to permanents unless the instruction’s text states otherwise or they clearly can apply only to objects in one or more other zones.
