I don't see how you could possily be effective running 4 color in Standard, seems unfocused...
Between the shock lands returning and Farseek it is pretty easy. Plus using Mulch helps out the mana base in my build.

I like Pack Rat, but not here. He demands to be played as a 4, and there's no room.
Liliana is somewhat difficult to hit Turn 2, but that's not been a problem in terms of losing games so far. Could see cutting 1, and adding another Decay or a Rise from the Grave.
Jarad is awfully win-more in this context.
It's really not even about giving niche cards to black.
It should be about giving black cards to Niche.

Honestly, I think it's better off cutting most of the  and boarding into a slow beats deck when threatened with bin hosing. Packing  for Gavony and Unburial Rights seems sweet, but outside of flexibility with hybrid spells and secondary usages, it doesn't seem profitable when Grisel, Craterhoof and even something like Lord of Lineage are easily within reach.

You definitely need to keep white for Rites, and the odd hardcast Angel. I could see reducing it in the manabase. Township was included on a win as an alt plan, I didn't run white for it. Could just as easily cut it.
I'm wondering if I could splash for red,cutting Angels back and adding Flayer of the Unbound. Don't think its worth it.

Play rat, it's not just a discard outlet, sometimes you just drop it t2 and it becomes your entire gameplan. Copy it every turn and just overrun them.
And if they manage to beat your packat onslaught, well, your combo pieces don't mind being pitched anyways.

It was revealed to me in a dream. All the cards were in my dream except for three slots which I plugged in as Vault Skirge.
FULL DISCLOSURE: The dream was post AVR so there was a copy of Slayer's Stronghold. I decided to keep it pre AVR in my post here.
EDIT: I just remembered. The Skirges might have been 2x Whipflare and 1x something else, probably War and Peace.
EDIT2: Currently 4-0 in my first four games with this. My opponents have been very angry. I fought off a Wurmcoil from Grixis for six turns before I found my second Dispatch. Jeez, I can do a lot of damage.
EDIT3: Streak broken. Lost to an unexpected Overrun. Cracking a Shrine for 10 wasn't enough.

I posted something similar to this in this forum a few days ago, but got no responses. I had Growing Ranks originally too, but I think that's just win-more. It's a little more combo heavy, but with all the graveyard hate now (Rest in Peace, Dryad Militant, to a lesser extent Tormod's Crypt/Cage) you can also double as a midrange beats deck.
EDIT: Just realized this probably need some more gy enablers. Either Lili or Troll I guess.

Can't believe I'm saying it, but Pack Rat is easier on the mana than Liliana for discard, and can buy you time. What I've noticed though, is that often casting thragtusk is the best thiong you do in a game. Sure, some of the fatties are nice, but Thraggy comes to play with a friend when he dies, gives you a life buffer and therefore makes the removal they have for your fatty a lot less relevant.
Maybe making turn 3-4 tusks is the correct plan instead.

Hence my other comments that Pack Rat generally wants to be pitching only value cards... he cannot just be shoved into every deck.... although he does ok in most shells since as John says he does become plan A. It just works better if you're pitching flashback spells or reanimator cards.
