Before my attack step I tap Courtly Provocateur to make Slumbering Dragon block (this turn if able.) Slumbering Dragon has 4 counters on him already. Then I move into my attack step and attack with another creature (giving slumbering dragon his 5th counter and making him able to block.) Slumbering dragon has to block, correct?

Yes. Even though Slumbering Dragon was unable to block when Courtly Provocateur 's ability was activated, the ability resolves as normal, so when blockers are declared (the Declare Blockers step), if Slumbering Dragon is able to block, it must do so.
