I think you mean 'reactively' here, rather than 'proactively'.

At first I have to say I thought it a bit overpowered.  Well not the main spell but the Overload.

However after reviewing Sleep however I see that it's really not.  Although I do still think it needs to have  in it's cost so it can't be so easily splashed in any deck that even has 1 Blue source.
