is just barely big enough for limited if you can curve out and get some card-quality value at the same time.

seems ok, i'm not really a fan of non-evasive 2/1s for 3 but it has cycling attached which is nice.

It's ok. Nothing to get excited about. Maybe if it had first strike to compensate for that 1 toughness, but oh well.

Limited only for sure. 3CMC for a 2/1 with "when ETB, draw a card" would be...probably playable but not format breaking (see
Elvish Visionary
). A whole extra mana for +1 power is probably not worth-it over visionary. Except this doesn't read draw a card, it reads loot once, which is significatnly worse.

I would call Wheel card draw, not looting. Same with Amass the Components
. If you get card advantage it doesn't really seem like looting.
