I want to create a mono black deck that would work in multiplayer and single player (primarly multiplayer games with 3-4 players) based on Underworld Dreams  and Spiteful Visions . The deck would stall and kill everything while forcing players to draw as a win condition. Lifegain cards like Elixer of Immoratality   Exsanguinate and Corrupt would keep me from killing myself with Spiteful Visions . 

I would use the following cards to force players to draw. Howling Mine ,  Font of Mythos ,  Teferi's Puzzle Box  and so forth.

I would use removal spells like Killing Wave , Mutilate , Barter In Blood and Innocent Blood to stall.  

The primary win conditions would be Underworld Dreams and Spiteful Visions .

Alternate win conditions would be Exsanguinate , Consume Spirit , and Corrupt .

I want to run zero creatures if possbile, perhaps with the exception of Vampire Hexmage for planeswalker removal.

So how would I go about doing this? What cards am I overlooking? I would like to keep this fairly budget if possible (sub $50) which means no Cabal Coffers and no fancy tutors. My play group is quite casual and we are all friends, but we do play Vintage Legal.

I have a deck based on Underworld & Spiteful.
But it's in RB, monoblack just doesn't have enough tools to make it work.
Blue has a LOT of great ways to make it work too I should add, I'd have a good look at blue before you commit to anything.

You need ways to punish your opponents as fast as possible, cos this deck type will make you the target of the table.
I have creature defence in Wall of Souls & Aether Membrane .
I use Winds of Change , Wheel of Fate , Teferi's Puzzle Box , Howling Mine , Font of Mythos and others. 
I do run some cheap tutor in Beseech the Queen .
Should I be lucky enough to get two Wheel of Fate cards, I'll hold them and cast them both in one turn, followed by a Manabarbs next turn, of which I only run two.
Another card you SHOULD run in RB is Molten Psyche with artifact lands like Vault of Whispers .

Urza's Armor , Pestilence , Pyrohemia .

The armor protects you from every single point of damage from your main win conditions.

Well, ok, I CAN read the cards, but it involves opening Gatherer, looking your card up by name, hoping it's spelled right, and...

Yeah, I really don't want to splash red. It's my least favorite color. I don't want to splash anything. Urza's Armor makes a lot of sense.

You might be able to run Kederekt Parasite off of hybrid red/black permanents.

Seizan, Perverter of Truth fits quite well.

Runeflare Trap is the wrong colour if you wanna stay monoblack.

If you splashed white you could protect yourself with stuff like Sphere of Grace - Spiteful is harmless now 
 Black has ways to make more of that.
 
  Psychosis Crawler maybe - but that's way better in blue with all the cantrip effects like Brainstorm etc., but it still works in black if you use effects like Phyrexian Arena .
