Execution is probably safer, but I like the Flames pick with that Summit already in the pool.

Flames is better than Drain which is better than Execution in this deck.

Thank you. Also we wheeled Archaeomancer last pack, maybe we will this pack as well (perhaps Quirion Dryad , Public Execution , Essence Drain , Pacifism , Welkin Tern , Mogg Flunkies , and one other card get taken over it. Going turn three Flames into turn four Archaeomancer is brutal. Having three Essence Scatter (this is one reason you pick them) and two Encrust means that cheap burn is going to be better than expensive conditionless removal or expensive burn.

Even with Draw and Summit, I don't think a cheap-ish burn spell is worth screwing with the mana base in a deck of 4 spells showing UU. T4 and T5 sees the arrivals of playables like the 3/3 Hexproof or ramped-into bombs. I'd rather leave the mana open for Essence Scatter. 

I don't see Flames landing on T3 consistently enough to plan around it.
Limited Guidelines:

5.0: I will take this card no matter what: Pack Rat
4.5: Bomb and/or splashable creature or removal: Aetherling
4.0: Excellent first pick first pack, will sway me into same colors: Advent of the Wurm
3.5: Excellent first pack pick two, will confirm colors or possibly sway into second color. Gaze of Granite
3.0: Good in-color addition, or splashable removal/creature: Ascended Lawmage
2.5: Solid pick in-color: Bronzebeak Moa
2.0: Creatures 10-16; removal 6-7. Haazda Snare Squad
1.5: My 23rd or 22nd card, depending on removal. Wake the Reflections )
1.0: 23rd card if I don't maindeck an additional land: Murmuring Phantasm
0.5: This card will sometimes be sideboarded in: Uncovered Clues
0.0: I will shred this card for counters: Possibility Storm

Assuming we pick up a couple red cards our deck will probably look like this if we take the Flames:

I think that's a fine mana base. You could probably even get away with cutting a Mountain for an Island , so we have a better chance of casting a turn three Encrust .

The Public Execution rounds off our removal and stops the one thing this deck won't do well against: weenie alpha strikes. Now all we need are some more Welkins and Wind Drakes. Running 9 Islands pretty much guarantees we hit the UU every game on-curve.

I also believe that Flames is a better overall card than Public Execution, but not so much better it is worth adding a third color. I hope we would not be having this dicussion if there were a Murder in the pack.

Single red, large impact, useful at any point in the game, Flames is nearly the textbook definition of splashable. We already have some fixing.
