Execution is probably safer, but I like the Flames pick with that Summit already in the pool.

I'm a Rules Advisor now  "Simple questions" usually need rather complex answers, while complex questions often come down to no more than a simple "yes" or "no". Some of my favorite Flavor texts:

Even with Draw and Summit, I don't think a cheap-ish burn spell is worth screwing with the mana base in a deck of 4 spells showing UU. T4 and T5 sees the arrivals of playables like the 3/3 Hexproof or ramped-into bombs. I'd rather leave the mana open for Essence Scatter.
I don't see Flames landing on T3 consistently enough to plan around it.

This is what I'm looking at as MD-able: Jace, Memory AdeptEssence Scatter x3 UnsummonDivination x2 Essence Drain Encrust x2Fog BankDuty-Bound DeadWind DrakeGiant ScorpionChronomatonVedalken Entrancer ArchaeomancerThe Public Execution rounds off our removal and stops the one thing this deck won't do well against: weenie alpha strikes. Now all we need are some more Welkins and Wind Drakes. Running 9 Islands pretty much guarantees we hit the UU every game on-curve.

I also believe that Flames is a better overall card than Public Execution, but not so much better it is worth adding a third color. I hope we would not be having this dicussion if there were a Murder in the pack.

Single red, large impact, useful at any point in the game, Flames is nearly the textbook definition of splashable. We already have some fixing.

Occassionally when catering, I've been put the task of arranging Fruit and Cheese or Grilled Vegetable platters. More than once a high class buffet has started with the mark of Phyrexia upon it. Since i've got a good eye for color so it looks great to people who don't get the "joke" (it's a niceley divided circle after all: the outline gives you 4-6 "regions" to work with), this has actually got me put on platter design more often, resulting in Phyrexia's presence at more private and industry events.
