Do you have access to a list of all couter types? There are so many of them. So typical and mentioned in rules such as +1/+1, -1/-1, loyalty or poison and some rare and weird such as
eyeball counters .
Say I have an imaginary card that reads:
"Choose a type of counter. Put one counter of that type on every permanent."

The different types are not listed in the CR, but if they were, I think that that would be fine. It would work the same way
Adaptive Automaton works. There are just as many creature types as counter types.

If that card were to exist, it would require a list like the above in the CompRules. However, that imaginary card is a really bad idea, so it'll hopefully never be printed.

Some issues I see with that list (some of them from the missing M13 update):
Also, there are some counters in use on non-traditional cards (e.g.
Bant , but I guess those are outside the scope of the list.
I did notice that my search failed to find poison (that uses a different template) and the +2/+0 counters from
Frankenstein's Monster .

The problem with the specific card idea you posted is that most counter types either only work with creatures, or are used to mark the effect of a specific card and are meaningless otherwise.

Ah, thank you.
Contagion says "counters among", so I didn't catch it. The other cards that uses that only use +1/+1 or -1/-1 counters.
