Given that Planeswalkers are not creatures, I'd assume they are not subject to summoning sickness. If this is correct, can I use a planeswalkers ability during the turn it entered the battlefield?

That is correct, and you can use the ability on the same turn it enters the battlefield.

And if it is a creature somehow, summoning sickness still won't stop you from using the ability, since it does not have or in the cost.

you can turn Gideon Jura into a creature the turn he entered the battlefield, but because he is now a creature Summoning Sickness applies and he cannot attack
