Switch to Forum Live View Dream Halls and Evoke?

Dream Halls

I assume any special abilities like Evoke can't be abused with it?

you can't. Dream Halls doesn't affect alternate cost or additional cost

Evoke: You may cast this card by paying [cost] rather than paying its mana cost ...

Both are alternative costs, so you can only excercise one of them at a time.

117.9a Only one alternative cost can be applied to any one spell as it’s being cast. The controller of the spell announces his or her intentions to pay that cost as described in rule 601.2b.

What about suspend cards like Wheel of Fate that don't have a hardcast in the top right corner of the card?

You can cast Wheel of Fate and other cards like it as long as you do not have to pay their mana cost. You can use cards like Dream Halls and Omniscience to cast Wheel of Fate.
