My boyfriend's favourite combo is evil... Jace Memory Adept, Omniscience (costs 3 blue and 7 colorless, but its ability is: cast any blue spell without paying its mana cost), and Jace's Erasure all on the field at once... He uses the ultimate ability on Jace on himself, and his opponent. In turn, his opponent mills about 40 cards. He then uses his Omniscience to cast pretty much all of the 20 cards he drew and basically screw over his opponent horribly. Then he uses the 0 effect on jace and mills his opponents to death.
It's really great hehe
No offense, but if you let him get to 10 mana, you earned that loss.
I was on his team. We were playing a 3 on 3 casual game in my living room, me playing my crap mill deck. We used combined mana. Haha

Creatures 4 Snapcaster Mage x4 Instants and Sorceries 28 Devastation Tide x4 Ponder x4 Dreadwaters x4 Increasing Confusion x4 Fog x4 Clinging Mists x4 Rampant Growth x4 Planeswalkers 4 Jace, Memory Adept x4 Land 24 Alchemist's Refuge x2 Hinterland Harbor x4 Forest x4 Island x14 That's how I would build a mill deck if I were to make one. My suggestion would be to say away from mill, it's too weak to aggro and other blue decks. -NW

I think Dreadwaters is terrible. Why not just run S Sands of Delirium ?
I myself have a standard Blue (with a little black) mill deck and it's basically a draw go deck with as many counters in it and mill cards. It wins sometimes but as people have said, mill is quite weak in standard right now. Hopefully the Ravnica set will give us some good mill tools. Milling is my favourite thing to do in Magic.

Okay, here is the clincher. I've been waiting to say this.

I really enjoy imagining this from Kevin's perspective. Because in Kevin's world, Rosewater actually reads everything he types. Mark is sitting there right now, reading this, and thinking "The greatest trick the devil ever pulled. . ." Or some such. He chuckles low, then clicks on "The Best Of KEVINSET" and says "Yes, this'll do just fine. A busty lady with banding who deals direct damage to Zones!? Why this will be the star of my next set, and no one will ever believe you Kevin." Then he closes his Macbook, so his servant may move it out of the way, while another servant puts a Fetal Richard Garfield Clone lathered in Steak Sauce in front of him. Then Mark Feasts.
Sorin walked into the chamber where his newly wed bride, Vampy, awaited. A beam of moonlight illuminated his brilliant silver hair as he strode with confidence towards the bed. His shirtless body showcased his powerful abdominal muscles and he was wearing jeans with holes in the knees.

Because sands of delirium is a permanent that you are going to have to dump three mana into every time you devastation tide. Much better just to spend it into dreadwaters or snapcaster/dreadwaters.
For example, you have 7 mana producing lands on the table.
With snapcaster/dreadwaters you get 7 lands and you still got one open for Fog and you mill them for 7 cards. Sands of delierium, dump 4 into it, you get 4 cards and you've no mana open for Fog.
7 > 4 even with Fog notwithstanding.
Sands will never mill for more than Dreadwaters and more often than not Dreadwaters will be the wiser choice as it isn't a manadump.

Sands however gives you recursion in one card, so instead of snapcastering a dreadwaters you snap back a fog
