Hi Friends, I would like to know if there is posible and lega to play the combo so here you go:

1. Image that I attack with 3 1 / 1 Soldier tokens

2. I have a Windbrisk Heights with Decree of Justice  exiled face down with the Windbrisk

3. Can I cast the  Decree of Justice with  Windbrisk Heights ability and pay some X X cost to put "X" number of 4/4 tokens?

No, since you're casting the spell "without paying its mana cost" your only legal choice for X is 0.

"Simple questions" usually need rather complex answers, while complex questions often come down to no more than a simple "yes" or "no".
