Is it possible to use the abillity of  Deranged Outcast when he is in a combat with declared blockers?

Sure. Players get priority in the declare blockers step after blockers have been declared. You can't use the ability after he's assigned damage but before you deal it. If you choose him to sacrifice (rather than another human you control) he won't deal or receive combat damage.

Yes.  You can use activated abilties whenever you have priority, unless it says otherwise.  Each player gets priority at least once in every phase/step, except for the untap step and usually the cleanup step.

If you werent supposed to be able to use it during combat, it would say so (for example, it might say you can only use it when you could cast a sorcery (which is code for when the stack is empty during one of your own main phases, and you have priority)).

Yup, just like you can have Birds of paradise in a mono green deck but not Noble Hierarch . YAY COLOR IDENTITY

I love this description. Like the cows are sponges filled with milk. I can see it all Nick Parks claymation-style with the cow's eyes bugging out momentarily as a giant farmer squeezes it like a squeaky dog toy, and milk shoots out of it.
