CMC is a derived value, and can't be set directly. You would actually have to define changes to the underlying components in a way that generates that value.
Imagine "Other creatures you control have three creature types." Or "The sum of this creature's power and toughness is 6."
Those clearly don't work, and neither does this.

Maybe this: if an effect would use an object's converted mana cost, it uses the value 3 instead.

Well, the effect doesn't really have precident, so I can see it going either black or white. If it were black. I mean Austere Command , but then Consume the Meek - and, oh, but what's this? Culling Sun ! I think you may be right, though. A gatherer search reveals a lot more black cards that care about CMC, than white ones. Perhaps it is WB, and not U at all. Edit: Culling Sun has the best flavor text.

just because it's weird doesn't mean it's blue. this is pretty much a white card, the case could be made for adding green if you wanted to but that's just because white and green are the same color.
120.6. Some effects replace card draws.

Actually, I think this ability is Blue, for a few reasons: First, the cards that destroy based on CMC are white and black because destroy is white and black, so this proves nothing. Second, disguising yourself as less than you are fits best in blue and white. Third, the closest thing to a precedent that I believe exists is effects like Magical Hack , which are the only cards in the game which alter the printed values of a card, besides copy effects. I think this effect is most similar to blue cards, and feels blue as well. It's not black, because black wants you to fear its power, it's not green because green takes pride in it's size, and it's not red because red isn't tricky. I could see white trying to fit in with the group, but lying about what you are isn't white, so I feel only blue fits. Tl;dr: It's blue.
