When you scarifice something, does it count as dying? Say if I wanted to use Tragic Slip for example, if I sacrifice something and then play it, do I get to put a -13/-13 on something or not?

If a creatures leaves the battlefield and goes into the graveyard, then that counts as dying.  So, yes, sacrfice counts, unless something like Leyline of the Void is around.

"die" means "battlefield to graveyard" It doesn't matter why.

A creature dies if it goes to the graveyard from the battlefield, no matter how that creature goes to the graveyard (being dealt lethal damage, being sacrificed, destroyed by a spell or ability, etc). So yes, in that case, you'd get the bonus effect from the Slip, since a creature had died that turn.
