The fact that you have to sac 'another' creature probably renders this Commander-only playable.
Why? There are plenty of sac-decks that can use this as another accelerator. I could think of an interesting combo with Gravecrawler . Besides, it could also be interesting to sac one of your attackers when it gets chomped down by an opponent's blockers.
Don't forget Ghoultree ... I'm really seeing the potential of G/B zombie tribal and am pretty glad ghoultree was made made a zombie now (even if it does seem a little weird).
I'm sure this has been mentioned in the eleven pages of posts before my own, but I really don't want to read through them.
In any case, he looks like he'll make for a pretty good EDH general. He's big enough that he can threaten a kill by himself, and being able to fling creatures is pretty useful in EDH. You might use the recur ability as some point, once he gets too expensive. Overall, great card.
As for other formats, it might be playable in limited, though you are seriously constricting your mana by picking him up. You probably won't recur him very often there, so he's just going to be a Lhurgoyf that can sacrifice himself, but that is extremely hard on your mana. That is probably playable, but not bomb worthy by any means.

Obviously I read through this too fast. I'm sure that has been covered extensively in the 11 pages of forum posts that I didn't read as well Thanks for pointing it out though.
In any case, that makes him significantly worse in limited, though still playable by all means.

I am both selfish and chaotic. I value self-gratification and control; I want to have things my way, preferably now. At best, I'm entertaining and surprising; at worst, I'm hedonistic and violent.
I wish he wouldn't just grow from creatures. This way he would be more and more powerful after every resurrection. Maybe that would be too much, but awesome flavorwise imho.
I would have liked +1/+1 for each creature AND land. That way his third ability doesn't set you back too much.

The fact that his second ability hits every opponent makes him fairly potent in EDH too, though it's a shame it causes life loss rather than general damage, though that possibly would have been a bit TOO broken in EDH.
"commander damage" is only combat damage anyway, so even if it was damage it would only change something if you give him infect
now there's an idea
That would be somewhat terrifying... But yeah I'd forgotten commander damage only cares about Combat Damage, it doesn't really come up with my play group.
