Following on from Merestil_Hayes' point, I wonder if there might be a difference between the Rooftop Storm and Omniscience wordings in the case of forced casting. At the moment the only cards that can force casting of a spell also say "without paying its mana cost" (Wild Evocation , Spelltwine , Omen Machine ) or also let you force the means of casting (Word of Command ), but if there were another such card saying something like:
At the beginning of each player's upkeep, that player reveals a card from his or her hand at random. That player casts that card if able.
then it could force the Omniscient player to cast a detrimental spell (Akroma's Vengeance ?) but not the Rooftop Storm player (say Crib Swap when all the opponents' creatures have prot white).
Omen Machine forces you to pay the additional cost of Fling , so if you could cast a spell for , you would be forced to pay it.
