Actually, it would conventionally be in the way. Merfolk aren't an expensive tribe. One could jump to the conclusion that the mana accell ability is excessive and of no use to Merfolk. However, it's really just a build around combo matera that lays the foundation for another Merfolk to be utilized in combination with it. The reason it casts Merfolk from the graveyard instead of the top is to limit the design. It's already got a specific use, it would be getting carried away to cast from the top like that. With Merfolk, it's much more useful to be able to get back what you've lost. By working with a much more limited resource (the graveyard) it balances out the ability while doubling as an amplifier.

For this design itself, normally you can scry so much more for less. Index and Ponder and Brainstorm all have high ratios. So normally, this wouldn't be any good. No one would pay one for one when they can get five for one or three for one plus net a card. However, when you've got double mana it cuts the price in half, making it more than efficient. Being a 0/3 for one itself is a great defense and provides a solid one drop creature that Merfolk has since lacked all these years.

They really do help and a merfolk like the one mentioned would be "meh" at best. As for the Mystic of the Tides card that was made, I agree that it would be excess to a merfolk deck but put that card outside of a merfolk tribe deck (lets say something like Leviathan) and it would be rather useful. The casting from the graveyard effect by its self would have been AMAZING in my eyes for a merfolk deck.

Understandable, as trolls don't have a lot of mechanical definition beyond regenerating.
I like to see them as wise beings, sort of "hermit sages" or "Mr. Miyagi"s of magic. So I like to give them abilities that interact with libraries or hands or graveyards and such
