This is a second attempt to streamline my deck centered around Shirei, Shizo's Caretaker .
Heartless Summoning   + Shirei lets about 1/2 of my creatures auto-recur at the end of each player's turn. Liliana's Specter will be emptying their hands and with Noetic Scales   that should be eliminating most creatures as well. Perilous Myr   is the auto-recur damage engine.
  The previous version of the deck was too complicated and included Havengul Lich   doing a lot of what Shirei is supposed to do, except not automatically adn I had to pay mana so hopefully this build will be better.
Solemn Simulacrum   is in there to do his land and card draw thing, but mostly for the land. If anyone knows a 1 toughness creature that can fetch land when it comes in to play or dies that would be better because it would be part of teh auto-recur effects in that case.

I really like this deck.

One change I would make is to add protection for Shirei as it is your main card in the deck, maybe one or two Lightning greaves ?

Also to help with the manabase, reduce the number of island and forest to 3 each and add 4 Woodland Cemetery and 4 Drowned Catacomb

This deck just weirds me out. Dunno why. As much as I want to dislike it, Survival is a card broken enough to make even the most convulted and bizarre creature-based decks work. Anyways, my advice would be to cut the Ellixirs for a 4th Survival and a Loaming Shaman. Survival is the best card in the deck and I don't see a reason not to run 4 (barring cost). Shaman is tutorable with Survival, which makes it much stronger than an Elixir. I'd also consider cutting come creatures to get Skullclamp in there.

Still, I will say that this deck seems kinda flimsy. I don't know what your meta is like, but if anyone nuked the table of perms then I could just see it falling apart since it needs so many combo pieces in order to function.
