So this is my first EDH deck I need help!! Any suggestions would be welcome. For a budget, any amount of $.

Main purpose of deck? To interfere with graveyards( more to your advantage), without a lot of exiling(only card that exiles is the reaper and the zenith). Any suggestions for different cards?....commanders? Any opinions?

I would suggest removing frightful delusion, cancel, skeletonize, vexing devil, typhoid rats, and dregscape zombie. Frightful delusion and cancel are horrible counterspells compared to what you could be playing like Counterspell or Dissipate . Vexing Devil isn't good for edh since 4 life doesn't matter much and a 4/3 with no abilities isn't very scary. Typhoid rats and dregscape zombie are too weak of creatures for edh. Not enough attack power or powerful abilities.

You want to focus on creatures with very good enter the battlefield or attack abilities. The other two titans are both good at that. Stuff like Rune-Scarred Demon , Siege-Gang Commander , Snapcaster Mage , Sphinx of Lost Truths , etc are all good creatures for unearthing. There are probably others that would be great for the deck. You should see if you can find some on Gatherer or see if you can find someone else's
Sedris list on this forum.

Mimic Vat and Nim Deathmantle are also really good at reusing enter the battlefield or attack abilities. I highly recommend them both

Tutors are in important part of edh. Since you only have 1 copy of each card and your deck is 100 cards being able to find a card is amazing. Diabolic Revelation , Diabolic Tutor , etc would be helpful.

Buried Alive seems like a great card to run with Sedris as your commander.

I would add to my predecessor's comment that you should also likely remove Ruptured Spire, Terramorphic Expanse and Evolving Wilds.  Use that to slightly balance out your mana load a bit(you have a lot of black stuff, so lots of black mana is good...not sure about that big of a tilt, though).  Stuff like Jwar Isle Refuge , Creeping Tar Pit , Drowned Catacomb and the like aren't that expensive to get.  If you can afford it, go even further for Darkslick Shores and beyond.  Command Tower or Manalith are also better choices.

For more ideas, I have a Grixis zombies deck with Sedris as my commander here.  Feel free to take a look and ask questions as needed.

So I got rid of those three lands and three swamps and added 3 islands and 3 mountains.
I also replaced the devil, the couple counter spells you told me to get rid of, the Dregscape zombie, and the rats. I replaced them with Diabolic Revelation , Diabolic Tutor[c], [c]Increasing Ambition , Conjurer's Closet , Nim Deathmantle , and Mimic Vat . I was also considering replacing a couple cards with Tower Geist , and Mist Raven .

I would look at other lists and find cards that do the things you're looking do, but are generally more efficient and offer card advantage.  
When playing Commander, before you add a card to your deck, you have to ask yourself:
"Is this card better than Rings ?"
If you play commander and don't have your deck[s] in the Decklist Compendium, maybe you should. Or if you're new or looking into the format, the compendium has some good advice for beginners as well as decklists.

You've got a lot of spot removal.  Perhaps too much.  What you're doing with those slots can be done with cards like Grave Pact , Butcher of Malakir , Attrition and other sac outlets, and a handful of tutors.  I'm a big advocate of the Transmute tutors, and readily reccomend them.  They allow you to tutor for any card with the same CMC, and double as everything from counterspells and sac outlets to spot removal and graveyard hate.  In my opinion, some of the best ones are Drift of Phantasms , Brainspoil , Dimir House Guard , Netherborn Phalanx , Muddle the Mixture , Perplex , Tolaria West , and Shred Memory Minion Reflector was made for the Unearth mechanic, and Sundial of the Infinite loves it too.  The Sundial will keep your unearthed critters around past your turn, but they'll still get exiled if they would otherwise leave play.  And as long as creatures are being sacrificed or just dying, Black Market is a great card to play.  Since you're playing black why not slot in Phyrexian Arena and Bloodgift Demon ?  I would also reccomend Recurring Insight as one of the best draw spells in EDH.  And get a Reliquary Tower .
