I wasn't sure if this deck would be considered Tier 1, even though I've seen it in a few top 8s lately. What do you guys think? I'll put up my current build, even though it's nearly a carbon copy of a recent tournament build.

You shouldn't start threads in the Tier 1 Forum until you get approval from the relevant forum leads.
Esper Control tends to get discussed in the UB and Solar Flare tier 1 threads, even though it's not strictly either one.
I don't like the 4 Evolving Wilds in your list, but otherwise seems fine.
It's really not even about giving niche cards to black.
It should be about giving black cards to Niche.
