Circle of Flame hits the player, Blood Reckoning  hits the player. This is neat. 4 mana is kinda steep but I can see it being a nice dissentive in multiplayer games.

I can see this doing the exact opposite. Regardless of the set's contents, an expensive card that deals minimal damage to the face is generally mediocre except in very large numbers. An expensive card that deals minimal damage to the face if your opponent is in a good spot is even more mediocre. On top of that, and this is taking into account the set's contents, the exalted mechanic is highlighted in M13.
