I'm fairly certain a number of folks have said fiddling with the speed and turn restrictions of playing lands is one of the lines they plan not to cross. That being said, I really don't think flash has any meaning in conjunction with lands.
Maybe something like "During other player's turns you may play lands as though it were your turn."
