Interesting design. I think the card is too expensive to be useful, but at least the card is something unusual.

1. So your just playing this as a Coral Merfolk to trade with their 1 or 2 drop then.
2. If you don't hold up 3 mana then this card is Coral Merfolk like I said already.
3. They both give you huge card advantage for 1U this gives you sort of removal for 3UU.
4. Or they can remove this for 1 or 2 mana then play Sphinx if they actually no what they're doing.
5. Snapcaster has already given you value just by entering play and Delver is just a Wandering Ones until it flips.

3. no, this gives you unconditional, instant speed removal, in blue, for 3, on a body. and again, different cards, different roles. this card is meant to beat down while you can and remove blocker so that your other dudes can beat down.
4. they uses a 1~2 mana removal to remove my 2 mana duder, I AM SO BEHIND!!!

This is not really instant-speed removal. Doom Blade is instant-speed removal because it isn't forecast before you play it. This sits in play telling your opponent to either remove it or play around it. Normally that may actually be a good thing for blue, but the fact that this costs you 3 mana and probably a turn to use it makes it really bad for you. Also, if you're attacking with this, then it really isn't instant-speed removal.

I get that this is a good effect for blue, and it would be playable if you removed either the mana cost or the tap symbol from the activation cost. But as it stands, this card is too slow and too mana intensive to see any play outside of limited and monoblue EDH decks.

This is so obviously a Johnny card. Who cares about efficiency? There is a group of players who will love it, purely because its a new effect that screams "BUILD AROUND ME". They had to make it cost something.

Limited, casual, and EDH fodder.  Really cool in EDH, especially with things like Citanul Flute !  I'll have to pick up a copy just for that.
