I'm not sure it would matter if it changed recently. We would still have to deal with the problem of Szat, Freyalise, Urza, Jaya, and Bo Levar all ascending in a relatively short period of time, in a relatively close period of space on Dominaria.
If we're going to come up with an in-world explanation, it's got to be one that is a-temporal.
Dominaria also gave us Teferi, Jeska, and Venser; though Jeska and Venser are the closer ones chronologically.
Yeah, I debated including some of the later ones, but I felt like both they, and Glacian, fell outside that weirdly close range during and after the Brother's War.
Although I should check the timeline, really. >_> It's possible my sense of scale is warped here.
Urza and Bo Levar were the really atypical ones. The rest stretched over about 400 years or so. Then Jaya was damn near 2000 years after Urza.

aaaaaaand then we DON'T get the second part of Domri's story.... Well, at least we're getting something on Gideon.
All told this was... rather more anemic than one could have hoped. I mean, we got a little, but I don't feel like it was worth the wait.

I had never noticed that one guy exploding in the Crowned Ceratok art. Yeowch.
I'm endlessly amused that Gideon keeps getting paired with bronze-skinned redheads.

What I find interesting in Crowned Ceratok is that it bears a gem just like Sapphire Drake . It makes me immensely curious what the connection between the two is given their mechanical similiarities. Neither has enough frog in them to be a Simic creation.
Well the flavour text on Sapphire Drake suggests some kind of telekinetic ability granted by them. Perhaps it's functionally similar to the Kithkin Thoughtweft or Slivers.

That's Telepathy , not telekinesis. The flavor text doesn't reference mind bullets. It might explain why things can suddenly get flying, but at the same time.... it doesn't particularly explain why THEY get flying anymore than the Ceratok grants trample.

My guess would be that they resonate with whatever magic/mutations cause the evolution of evolve creatures, granting the abilities of whatever has one of these crystals to similarly augmented creatures. It seems highly unlikely they could be anything but Simic.

Note that it doesn't directly reference evolved creatures. It's any creature with +1/+1 counters, which means both the Gruul and Selesnya gain those bonuses too since they commonly deal with that type of counter as well. And aside from that, they really don't have any of the visual markers of the Simic either. These look a lot like natural creatures except for the gems.
It's very curious. I dunno, the ceratok is the main thing that seems out of place for the Simic, as they deal so extensively and primarily with reptilian/amphibious beasts in all their splicing experiments.

They don't particularly LOOK Simic, but the mechanical synergy, colours and nature of the mutation makes them not really fit anywhere else, unless the Gateless are trying to give animals some kind of thoughtweft for whatever reason, it seems way too specific a mutation ot be natural. I noticed the gems before but didn't really give them much thought, now this is really starting to bug me.

Like I said the Simic aren't the only ones who deal in empowerment. All the green guilds do and even if the drake wouldn't be intended to resonate with the magics they use, a creature with Common Bond or Burst of Strength would reap the rewards all the same.
Of course, one must also take into account that Ravnica has no shortage of bizarre creatures to start with. I mean, just look at Protean Hulk for example. I don't think these are associated with a specific guild, but wild animals aren't ones to align themselves with any group anyways. This is probably a situation where nature is stranger than design.
