Technically by choosing the Gouger to go first the Liege was not hit by the spell.
Edit: Someone correct me if I'm wrong as I don't know all of the rules but this is what I think happened.

It should trigger, you TARGET the liege with the spell. Just like when i shock it and it gets countered, i still lose 4 life just fir targeting it.

So I should report this as a bug somewhere? Also - in another game with Grinning Malice opponent cast Reanimate  on Demigod of Revenge  that was in his graveyard. That Demigod appeared on the battlefield, but another one (that was also in opponent's graveyard) didn't. Did it happen because opponent actually cast Reanimate instead of Demigod?

Yes that one is not a bug as the demigod was put into play and not cast.

You definately should have lost four life because the spell you cast has you "target" two creatures.
I would drop a post in the bug thread if I were you.

My point was that since it's a spell that causes you to make choices and doesn't target the Liege directly, the game is handling it just like that. So, no life loss as the Liege wasn't a target.

Anyone knows howl Prince of Thralls  works with cards like Day of Judgement  ? Does he trigger when other 5 critters on the field die to Day of Judgement for example despite that it dies too? I had Thrallls in play (2HG) and 1 of my opponents cleared a critter filled field with it and all that I got was 1 critter despite my opponents not having enough life to pay for the other critters they owned.

Anyone knows howl Prince of Thralls works with cards like Day of Judgement ? Does he trigger when other 5 critters on the field die to Day of Judgement for example despite that it dies too? I had Thrallls in play (2HG) and 1 of my opponents cleared a critter filled field with it and all that I got was 1 critter despite my opponents not having enough life to pay for the other critters they owned.
You say "critter filled field." Were they tokens? Tokens will be exiled after they go to the graveyard and then a check is made which discovers that the token is not a card and it is removed from the game. I'd bet this is what happened, is that you got their token generator and the rest of their creatures all got removed from the game.
Edit: Also, you say your opponent cleared the board, so it sounds more like you had board control at the time. Was the field littered with critters that belonged to your teammate? If so, Thralls only gives you permanents your opponents control.
Chancellor of the Spires  is one of the worst cards in the deck. With only two of them, you are almost never going to get one in your starting hand. If you do get it in your starting hand, it will just sit there.
