Typically, the times you want to ensure you're letting your opponents know you want to move to declare attackers is if you have something that triggers off of declaring attackers (ie. Finest Hour , Primeval Titan ) or if it's known they have something that will interfere with your declaration (ie. Blinding Mage , a Twiddle that you know about thanks to a previous Gitaxian Probe ).

I play a TON of casual, and stopped just "swinging" like so many of us do because it confuses newer players in FNM. I know always declare my combat phase and ask them if they would like to do anything before I declare my attackers. It takes some of the fun out of fast pace play in casual, but saves grief in tournaments.

Swing in casual (unless of course there's something on the field that would make it obvious you need to ask) and ask in FNM? That's what I do...
