I imagine it's something you could sub in against Marrow Bats if you had no other options, but even then, how often does that happen? Even if it took away all static creature abilities (flying, unblockable, lifelink, firststrike, etc) it would still be a marginal card. Why do they even bother printing cards of this nature?
Who knows? Might as well ask why they print cards like Sorrow's Path. (Though I saw a use of that card that had me laughing.)
Those who fear the darkness have never seen what the light can do.
I've seen angels fall from blinding heights. But you yourself are nothing so divine. Just next in line.

If you go back a few months in Mark Rosewater's column he explains why they make bad cards. I think it had something to do with the fact that if all of the cards in all packs were good then people wouldn't make bad draft decisions. I'm sure that there was a bit more to it as well.

Ah yes, Sorrow's Path I had forgotten about that one. Sorrow's Path or Maze of Ith which of you will stand the test of time?

I just remember the deck build was based around Donate and Rishadan Port. Shock you and every creature you control every turn.

How does that work? The tap in Sorrow's Path is a cost. Simply tapping the land shouldn't cause the effect to trigger, it just causes the land to tap. If Sorrow's Path said, "Every time this land becomes tapped..." then there would be a combo there.

It says "...whenever it is tapped." *shrugs* The pro was the one using it. And the ability did exactly that. It was for some match in the old Magic magazine whose name escapes me about using the worst cards in Magic all-time to build your deck around.
