Would two soulbound tandem lookout s trigger the ability twice?

Yes, they would each have two instances of the triggered ability, and both would trigger when it dealt damage to an opponent, so you would draw two cards.

In a free-for-all game with 5 other people (+ me = 6), if I pair Tandem Lookout with Pulse Tracker and then attack with Pulse Tracker would I draw 5 cards (1 card for each opponent dealt damage)? Or is it not considered damage but just losing life?

doesn't work, loss of life is not the same as damage
