So a local LGS does bi-weekly Pauper tournaments, and I was wondering if anybody had a clue about the difference between MTGO and offline rules.

AFAIK Pauper isnt an official format outside of MTGO, so the rules are up to the TO.

The TO at my LGS only allows Common cards that also have Black Expansion Symbols. This means for example, you can use a Lorwyn O-Ring, but not an FNM O-Ring or an M12 O-Ring.

The reason he gave for this is that he doesnt have time to look up all the cards to check if they were ever printed at common.

Yup, just like you can have Birds of paradise in a mono green deck but not Noble Hierarch . YAY COLOR IDENTITY

If it's ever been common, it's allowed. So Counterspell is allowed, for instance. At least that's how we play it.

One thing to look out for is whether Masters Edition (online only) rarities count. We have paper Peasant tournaments but Masters does not count.

Peasant or pauper?
Peasant means uncommons are allowed, but here is a list a stupid uncommons: Force of Will , Mana Drain , Library of Alexandria , Merchant Scroll , Bazaar of Baghdad , Sol Ring , Strip Mine , Tinker , Windfall

There are things that prevent you from activating activated abilities, things that increase their cost, and things that counter them, but I don't think anything triggers from them specifically.

There are things that trigger from targeting, so that might be relevant, but I can't think of anything that triggers from targeting a player.

I'm almost positive there's nothing that triggers from damage being prevented.

(Actually not the best example for the previous point, as I see they do allow Masters Edition rarities)
