701.17a To tap a permanent, turn it sideways from an upright position. Only untapped permanents can be tapped.
I'm fairly certain silasw is correct.
That rule is just there to prevent stuff that triggers on something becoming tapped from triggering again if an effect tells you to tap an already tapped permanent.

Another method WotC uses to ensure this, which the Anatomist is an example of, is "you may" clauses, mainly on things that can be used either to tap or to untap. Without the "you may" in its current wording, Twiddle  would just toggle the tapped/untapped status of the target, regardless of its controller's wishes, which is somewhat counter-intuitive.
I assume the rules haven't changed since the statement.

silasw is right that that wording would work but it is fairly unclear and thus not worth the space-saving. many people are not aware of the interaction between non-optional twiddling and the "you can't choose an impossible option" rule. 
120.6. Some effects replace card draws.
