No. "Permanents" only refers to things on the battlefield.
However, everything in your library is colorless, since that's what the second line says.

Note to OP - while colorless, they won't be "artifacts" just because of that quality. You (or your opponents) won't be able to Tezzeret the Seeker  them into play (or use any other artifact tutor on non-artifact colorless cards in your library).
By the same design, you (or your opponent) would be unable to use card like Green Sun's Zenith  for fetching in libraries.
