Obviously the first answer would be someone pointing out Warp World . I can only guess this one comes in the Chaos Reign deck.

That's pretty cool and I agree it's probably in the Cascade deck, though it could also work in the enchantment deck as a way of getting a lot of auras out and attached.

Devour deck might not mind it if it were still in the setting-up-tokens-to-devour stage of the game. Then again, it would probably warp into Devour creatures with nothing to Devour, so then again, it might not. Doesn't play super nice with Cascade either, though, since put onto the battlefield ≠ cast.

I would imagine this one's for the UB deck, as this sends all of your dudes away, triggering Vela's effect.

My Phenomenon loop idea gets more and more support. Morphic Tide to swap all the opponents' lands for creatures, then Sanctum of Serra / Planewide Disaster to clear their side of the board.

warp world is pretty fun, so this will be quite a good phenomenon to play with.

Devour would hate this. Just as Clone can't copy anything when it's coming out due to this effect (though, before now, it'd be via Warp World, not this card), Devouring creatures can't devour anything because nothing is in play beforehand, and after it's in play, it's too late to devour. So yes, Devour decks would absolutely hate to get their devour creatures out this way. The only way the deck would like this would be if it got out a lot of creatures to devour later on, but any good devour deck would rather depend on its own ability to set up things to be devoured over a random chance of being screwed over.

The woman in the art looks all the world to me like Liliana , but I can't imagine why they would have chosen her for the Warp World phenomenon (do do dee do do).
